The Magnus Institute of Art is not a university. It is an artists' collective, with a rotating cast of Resident Artists and the amateurs they've agreed to take on for a year. It is highly prestigious and exclusive, and somehow Martin got in without actually applying.
The Institute is run by famed modern artist Elias Bouchard, who very rarely takes on charges. He's made quite an exception for Jon.
Art can draw out such powerful emotion, after all. It just needs the right guiding hand.

Given all the things that had happened to him, one would expect Timothy Drake to have become inured to the unexpected. And for the most part, this was the case. However, some things were just so goddamn weird that he had no idea how to deal with them.
Getting blown up in a warehouse and somehow thrown into a different dimension and around twelve years into the past would be one of those things. Everything he had, gone in seconds. But that didn’t mean things were hopeless. In fact, there was a great deal of hope around him, and a great many things to fix.
After all, never let it be said that Tim was one to waste an opportunity.

Summary
Danny would like to say for the record that it was not his fault.
In fact, Danny would say that it was entirely Clockwork's fault. After all, he wouldn't even be in this situation if it wasn't for that cryptic time god.
But what was his fault was the fact that he kept helping.
He kept taking the cash from the assholes messing with the residents who lived in the area (and damn there were a lot of assholes near where he lived). He kept accepting their offers of food. So because of this new routine that kept him able to afford to rent out his shitty (and possibly illegal) apartment and the hunger pangs sufficiently satisfied, rumors grew.
tldr; after Clockwork dropped of Danny in Gotham he tries to make the best out of the situation which includes helping out some people. Except along the way that led to rumors that he was an up-and-coming crime boss. A rumor he was largely unaware of.
