Summary
A migrating pod of interdimensional space whales need to 'surface' every hundred or so years like their water counterparts for 'air'. It just so happens that the next 'surfacing' is in the space around Earth and the Watchtower. Green Lantern alerts the Justice League to watch the rare event often mistaken for a star exploding. It is during this event that the League cameras notice what seem to be people swimming with the whales with lower bodies made of tails.

Summary
The Magnus Institute of Art is not a university. It is an artists' collective, with a rotating cast of Resident Artists and the amateurs they've agreed to take on for a year. It is highly prestigious and exclusive, and somehow Martin got in without actually applying.
The Institute is run by famed modern artist Elias Bouchard, who very rarely takes on charges. He's made quite an exception for Jon.
Art can draw out such powerful emotion, after all. It just needs the right guiding hand.

Dazai doesn't run off on his own and instead tries to save those in the Port Mafia that might be able to leave the darkness behind. With no plan aside from being honest, misunderstandings arises. Dazai just wants to do good and he's frustrated that everybody has to make it so difficult. Why can't they believe there is no utter motive involved?
He blames it on Chuuya's instincts of "Attacking first, asking questions later".
