He has nearly proposed to the skyline, a half-empty cereal box, the bed, Donna, and possibly Bruce via comms.
Timing is a joke.
A bad one. A really, really cruel one.
And Wally is not laughing.
But whatever. Iris told him not to overthink a plan and just go with the flow. It’s much easier that way. Give up control and let time decide for itself.
So Wally hides the ring, hoping Dick will never find it and just… doesn't think about it.
Wally finally proposes to the love of his life— except… it didn't go as planned.

When Wally had said “see you around”, he really meant it. Someone had to look after the kid who threw himself off of skyscrapers with nothing more than a laugh, a witty remark and a flimsy rope. Sure, the kid had Batman but his sanity didn’t look any better than his protegé’s, both from Wally’s experience and Barry’s talk. Plus, it proved something to do on sleepless nights.
