The Drakes, the boy's parents, hung up on both the ransom demand and the police.
The boy, precocious and perhaps a bit unhinged, gets himself out and blames his solution on Batman.

Summary
Mithridatism, noun: the practice of protecting oneself against a poison by gradually self-administering non-lethal amounts
Rather than attack the new Robin at Titan's Tower, Jason Todd becomes Tim Drake's personal cook in order to poison him, subtly but surely. Unfortunately for him, Tim is somehow immune to most poisons and displays no reaction to the very much lethal substances he's getting fed. Jason doesn't know if he should be impressed or horrified.

Summary
Tim has always been on the outside of the family; even Gotham didn't see it fit to grant him the same blessing of wings she gave to the other Robins. He didn't see any reason why that would change, so it didn't even strike him that the pain in his back might be connected to the problem.
Jason just wanted to show Batman what happens when his birds fly loose. He did not expect to find Robin bleeding from his back and screaming in pain.
or: Gotham picks the worst possible time to start Tim's fledging, but it ends up bringing a family back together, so that's a win, right?

Summary
It was a common known fact that Tim had blackmail on practically everyone. Sure, so did everyone else, but it was a known fact that Tim had blackmail from days they didn’t even realize they had a stalker. So there was a good 99% of the time if Tim asked for a favor, everyone agreed. They would rather not find out what Tim had on them.
This is the other 1%.
