Summary
They both wanted to be there at Roger's execution. Buggy insisted that maybe it would bring some comfort to their captain in his last moments, and Shanks would go wherever Buggy did. After it's done, Shanks (as any horny teenage boy would do while alone with a cute girl) makes a move, ostensibly to comfort her.
When she's gone the morning after, he doesn't realize he won't see her again for twenty-four years.

Buggy was not usually a pirate given to subtlety or discretion. He wanted word of his wicked deeds to spread far and wide! If people were afraid of him, they’d give in faster, so he wouldn’t have to work as hard to get what he wanted!
