This is not unusual.
What is unusual is the location—the corridor outside OR three is not, technically, a designated space for interdepartmental disputes. There is a process for that. There is a form. The form is a single page, double-sided, and it asks the parties to describe the nature of the conflict in neutral language and to identify three potential resolutions.
Dr. Geto and Dr. Gojo have never filled out this form.
The administrator who handles this form stopped expecting them to at around the four-month mark, approximately six years ago.

Summary
The banner is appealing for sure. It's doing it's job advertising what's on the third floor of the building but could it really be what Nagi stopped for?
A maid cafe?
"Would you be jealous?" Nagi asks.
Reo scoffs. "Of course. Besides, we need to focus on relaxing and recovering."
The last part isn't truly a reason for Reo not wanting Nagi to go to a maid cafe. Half of him feels as though he needs to have a more proper excuse other than 'No, I'd be extremely jealous.' Yes, they were on a break and yes, Reo wanted to get to have some fun and not think about soccer every moment of their time off. That didn't mean letting Nagi sit and be given heart eyes by girls whose whole job is to be cute and flirty to their customers.
If anyone was going to do that it was going to be Reo.

"You like it right?" Isagi explains. "I saw all the stuff in your notebook. I kinda feel bad that you had to be stuck with me for all that stuff with Shidou. So I thought it would be a nice gift."
A thick swallow makes Rin grind his teeth in pain. "If you tell anyone, Isagi, I swear I'll fucking kill you."
The words don't shake Isagi in the slightest. The only thing they do is make Isagi take a step closer to Rin. Fingers slide over the clothing on the table and Rin waits for Isagi to put them back in the bag and give it to Rin so he can leave.
"On one condition," Isagi has the nerve to say.
Rin sucks in a sharp breath through his nose, feeling the burn of oxygen in his chest.
"Put it on for me."
