Summary
Gabriel Reyes established Blackwatch. After all, someone had to do things while Overwatch was consumed by their PR campaigns.
Deadlock Rebels was their first target. A fast recognition grab with visible results. From there Reyes would build Blackwatch from the ground up, filled with handpicked agents. The best of the best.
He was not prepared for one of them to be a leader of Deadlock.
