Summary
The first pages of the notebook are barely legible. The lines overlap, slide down the page, mesh together in crooked Cyrillic characters and clumsy, frantic English that seem to switch off every other sentence. They are the incoherent, fragmented memories of a madman. The words spill onto the paper and mark it like a stain.
The next pages are a little easier. The Cyrillic dies away and the lines seem to untangle themselves until slowly, his story begins to make sense.
Or, Bucky pulls Steve from the Potomac, finds Peggy Carter, and, finally, starts to find himself. This is the tale of Bucky Barnes in Washington D.C. before he escapes to Romania, told through a combination of narrative prose and excerpts from Bucky’s notebook. Written for the 2016 Stucky Big Bang.

Bucky Barnes fought in the Great War, came back injured and disillusioned. He joined an agency sourcing secrets and blackmail, where one day an angry dame comes in with an ultimatum. His partner had stiffed her of her cash and failed to deliver her desire - her husband dead in the gutter. Bucky's obligation forces his hand to take up the case, it is revealed to be an old war time buddy. Conflicted by old memories that come back to haunt him, Bucky is forced to walk a delicate line between saving an old friend and dodging a looming storm by the name of Margaret Carter.

Summary
23 year old Bucky Barnes is back in Washington D.C. for after an extended and forced hiatus away. His father, Republican Senator George Barnes, has begun his presidential campaign and Bucky has been hired on as the office manager—a job that he is fully prepared to execute to his highest ability so as to gather the requisite recommendation letters that will allow him to get the hell out of the God forsaken city and out from under the impossibly high standards of his family.
Becoming enmeshed in the family politics and drama is not part of his plan.
Seeing Steve Rogers again for the first time in five years is absolutely not part of his plan.
Having all of his past dredged up and forced down his unwilling throat, remembering everything that happened, remembering the reason he left,
remembering Steven Grant Rogers—the plan is shattering into a million pieces around him and there is almost nothing he can do to salvage it.

“I just want you to be happy,” Bucky whispered after a few moments silence.
“I’m happy with you,” Steve whispered back and embraced Bucky, his arms carefully circling around his waist.
“I can’t talk you out of this, I tried, but they wouldn’t budge. Bucky, please don’t leave me.”
The last part he almost sobbed into Bucky’s hair, having bent down to nuzzle it.
Bucky felt like crying, like breaking down sobbing. He hadn’t meant for it to turn out like this. Steve was supposed to be happy, he wasn’t supposed to be grieving the loss of Bucky.

(Steve and Bucky both loved each other and they knew that, but the war and joining the army wasn't helpful. Bucky saw Peggy and her greatness for Steve, but refused to see anyone but Bucky.)

Summary
Steve and Bucky are together before the war. Kind of. Bucky sure wants to be—he knows how he feels about Steve. Steve, however, hates that Bucky has to take care of him, so he can’t give himself over to the relationship. Steve desperately wants to enlist, but when he finally gets that 1A stamp, it isn’t the validation he thought it would be. When Bucky sees Steve transformed, he thinks he’s lost him for good, but Steve needs Bucky to look after him more than ever. He drives himself hard to feel worthy of being Captain America and keeps just enough distance between them to drive Bucky crazy. In other words, Steve still has something to prove, and Bucky has the patience of a saint.
