Red Hood has changed his methods, and Batman can't figure out why.
Red Hood continues to run from Batman, avoiding confrontation at all costs. And with Batman needed for a Justice League mission, Nightwing needs to cover his patrol.
When Dick eventually sees Jason's face, he doesn't recognize him, and why would he. Jason has changed in the years he been gone, both physically and mentally.
How does this change his return to Gotham?

“No,” said Jason, and heard the word transformed through the mask, and wondered if he ever wouldn’t be a coward.
Bullock was glaring at him. “You should get out of my-”
“Yes,” said Jason, reaching up to release the mechanism, “You do know me. I’m Robin.”
Red Hood impulsively reveals his real identity to Harvey Bullock after saving his life. Meanwhile, Dick confronts Bruce, and checks on Tim, who thinks Bruce won't let him be Robin anymore.

Summary
Jason was only half listening as Dick told the others about the truth. About Jericho. He was vaguely aware that Hank threw a punch at Dick, that Donna was angry, that Rachel was shutting down. His mind was working. Thinking through everything that led to this moment.
That’s when it all clicked. And Jason began to laugh.
In other words: when Dick tells the truth and the Titans attempt to disperse, Jason comes to a realization that terrifies him.
