"What Dazai is generously summarizing," Mori said smoothly, "is that your role is to establish yourself within the League of Villains as a dealer. Introduce the bullet into their network." He paused "Once the heroes become aware of a quirk-suppression weapon, they'll want the source."
"Which is me," Dazai said, from where he'd gone back to examining the ceiling. "And once they want the source badly enough, they stop trying to hunt me and start trying to recruit me. And then —" he spread one hand, "— I'm inside UA, exactly where I need to be."

Regarding how hard it is to get into UA, Dazai’s blood is introduced into the market in a form of a bullet that erases quirks momentarily, in hopes it grabs at the hero’s attention (it does)

Dazai and chuuya get a new mission from Mori. well actually, the mission isn't new—an old infiltration operation that was put on hold 2 years ago. Hogwarts, what an interesting place. A school of magic. It sounds pretty unbelievable right? Magic? Well Dazai knows it isn't, he’s seen it first hand, felt it. Maybe he’ll get to see some of his old frien—subordinates when he goes there.

Summary
After the chaos that took place during Dazai's second year at Hogwarts, his fame as the 'demon student' began to die down following a major event that caused mass panic across the Wizarding World, Sirius Black's escape from prison. It is said that Sirius Black was Voldemort's most trusted ally and the reason behind the death of the Potters. By now the Port Mafia have formed a solid alliance with the Malfoys and other remaining Death Eaters and Dazai is sent back to Hogwarts for his third year to recruit Sirius Black to the Port Mafia.
With the threat of the rogue convict on the run and the deaths of Madame Pomfrey and the other students from the previous year, Hogwarts is swarmed with more intensive security than before. What started off as a straightforward plan to strengthen the Port Mafia's partnership with the Death Eaters would end up spiraling into a discovery that would entirely change the Port Mafia's position in the brewing conflict of the Wizarding World, and bring upon a new threat that could destroy them.
At least the new Defense Against The Dark Arts teacher doesn't seem crazy this year.

Summary
This was not in Dazai’s plans for his evening, or now should he say his year. His stupid Dog went chasing after a Rabbit, then he got caught, and so did Chuuya. Now somehow, they were going to school, for heroes.
And out of all the idiotic things Mori had done? having Chuuya mark him might have been the worst. Dazai would rather live forever than give into his instincts that demanded that idiotic alpha.
But here he was, having to face his instincts in all their disgusting, omega glory. He missed his pups, and he wanted his mate to acknowledge he marked him, even if he hadn't marked Chuuya in return
