Summary
After the Human-Nathi Peace Accords were signed, the military forces of the FSP were largely disbanded. With the drawdown of the bases, the former soldiers needed new occupations and homes, since not everyone could return home (if it didn't exist anymore) and some didn't want to return to their homeworlds. Some people chose to emigrate to new planets, including the colony of Pern. However, choosing to emigrate meant a 15-year sleep in a tiny tube.
