Summary
Tempest: a violent, windy storm, often accompanied by rain, snow or hail. Figuratively represents a violent commotion, uproar or intense emotional disturbance.
While travelling toward New Vegas, the Ghoul and Lucy get caught in a Radstorm. Forced to change plans they find themselves sheltering in a decrepit building to wait out the storm. In the darkness personas begin to crack, things perhaps kept hidden revealed in a moment of weakness. Tension clashes, a mixture of calm kinship and heated frustration that threatens to change the partnership between them, for better or worse.

The Ghoul felt energised in the way only an encroaching radiation storm could generate and from beneath the brim of his hat the Ghoul cast his gaze toward the dark clouds brewing on the horizon. It wasn’t exactly close but it was close enough that it carried on the wind. Remnants of acid rain and brewing radioactive dust in the air that sent his senses buzzing in anticipation.
“Looks like we’ve got a change in plans, Sweetheart.” He states.

“Is everything ok, Mr. Howard?” the corpse of Lucy MacLean says politely, “You look a bit…sad.”
Sad? Sad? Cooper has no way to see how he really looks right now, and would rather put a bullet in his own head than find out but the word sad couldn’t possibly cover it, this icy fire stealing over him, this monster in front of him, the uranium thrumming through his blood. The post is through his gut again, he’s impaled and it’s hot, it hurts, it’s all his fault.
“Don’t worry about it, darlin’” he hears himself say from far away, “Was just at a funeral, is all.”

Cooper often feels like he’s in two places at once. Like the past is present and the present is past and he can’t do a damn thing to change either of them. No matter what he does it’s like his world is always ending.
But this is still Vegas and the games are all still rigged. And if that's the way it is, he finally decides he doesn't want to play at all.

She blinks. Captain. She hadn’t been a captain in a long time. Before she’d realized it, even. She couldn’t even remember what it felt like. But she can’t say that, can she? That’s not what they’d agreed on.
“Honestly?” Jackie says, and the reporter leans in with this fucked up excited expression on his face like Jackie’s about to sign the check on his next bonus. She fights to keep her face blank, a version of honesty. “The plane crashed, a bunch of my friends died, and the rest of us starved and scavenged and prayed for nineteen months. It sucked, and then they found us. And that's the end of the story.”
Or, Jackie survives the wilderness. Now it's Wiskayok that scares her.
