Izuku knew what he’s just done; telling Eraser he wanted to be a combat medic essentially told the man he had a healing quirk, mostly because only people with healing quirks could be combat medics. other people who were on scene in a villan fight were just put into the first-responders label. Saying you have a healing quirk in present day society was basically putting a large target on your back that says, ‘I’m worth killing for’. There were only two other people in Japan that healing quirks, and they were always sought after. One was Recovery Girl who stayed in Musutafu and lower while the other was Repair Mate who worked in Kanagawa and above. The two pros decided between themselves that it would be easier to split the country in half to even out the workload. They were managing fine but the population of Japan knew that recovery girl would retire soon; and the country were in dire need of healers. People online were speculating that the government were looking into buying halers from other countries, they were that desperate.Aizawa felt like a bucket of ice water had been pored over him.

Nagai's Law: a minor person may use their quirk to its full capability in cases of extreme self defense or defense of a family member. A family member may be defined by personal definition to the effect that it must be reasonably defended in a court of law.
Vigilante: defined as a person not licensed and commissioned by the Hero Public Safety Commission employing their quirk to stop crime.
There is a singular truth to humanity, in the effect that if you provide humanity with a rule, they will find a way to break it. This doubles true for thirteen year olds with something to prove. Someone's going to get gray hairs, and it's not going to be them.

When everyone discovered that Midoriya Izuku was quirkless, everything changed. His father left him and people bullied him at school for being quirkless. Even his mother had a change of attitude towards him. Izuku felt so useless and unwanted.
That was his life, until an incident involving Izuku and his mother when he was 5 led to them discovering that Izuku had a quirk all along. The HPSC caught wind of Izuku’s new discovered quirk and took him in.
The Hero Public Safety Commission is an organization that manages the heroes and the regular people of society. They exist to protect civilians and stop people from abusing their quirks to hurt others.
At least it was supposed to be.
They trained Izuku into the assassin known as Specter, an obedient puppet for the one pulling the strings in this hero society. He is tasked to take out anyone who dare tries to uncover the truth of the HPSC’s morally questionable practices.
Little did the HPSC know that Izuku was secretly working against them along with a couple of accomplices.
